Counselor Evaluation Instrument Orientation
On August 26, 2014, Dr. Mary Keel and Donna Albaugh from NCDPI visited our school counselor groups. For counselors in attendance, this serves as the orientation to the new instrument and the evaluation process. The first task was to go to page 18 in the Handbook (see the link below) and review the information in the handbook. Counselors were recommended to download the handbook and save it to their school laptop. This will be a good guide during this school year.
The difference between an observation and an evaluation was clarified as well. An observation occurs during the year and is a chance to gather information and discuss progress. The formal observation is captured online through True North Logic. The counselor can view these notes Ratings come at the end of the year as part of evaluation and electronically sign that they reviewed the information.
The Self-Assessment Tool: Part of this is to work with other counselors at your school to locate data, examine the comprehensiveness of the school counseling program, set goals for yourself and the program (based on what data). The PDP is an important part of this process.

Standards are the big idea sand are in the dark green box. The lettered items are the elements. The items which can be checked off are more the things you would be doing and are referred to as indicators or descriptors. The ratings go from Not Demonstrated to Distinguished. During and observation an administrator will make comments as they relate to the indicators. This is not a rating during the observation process. The administrator is just collecting data and notating what they see. At the end of the year is when the evaluation/rating is completed.
Decisions need to be made based on some piece of data. This could be as informal as a conversation with teachers about something they are noticing (e.g. bullying on a bus).

- Standard 1: One group shared that they will do an "End of Month Report" as a strategy which they will share with their administration. This would list the standards addressed during that month and the activities.
- Standard 2: Another idea was to be the administrator's right hand in support to a particular grade level or department.
Sometimes it is simply remembering all the things you do (sitting in on PEP conferences, sitting with teachers during teacher conferences, hand scheduling for certain special situation, building level leadership team). - Standard 3: How do you understand developmental needs of learners? How does this help you help students/staff/parents...?

Transition to New School Counselor Evaluation Instrument
These websites will be key to making a successful transition to the revised counselor evaluation instrument. During the 2013-2014 school year, School Counselors in Onslow County will be oriented to and trained on the this new instrument.

On October 22, 2013, Onslow County School Counselors met and received a general overview of the new counselor evaluation instrument. During the 2013-2014 school year, district leadership and counselor leaders will facilitate sessions and provide information for a successful implementation of this new instrument during the 2014-2015 school year.
On October 22, 2013, each counselor was given the self-assessment form and asked to complete it for their own benefit. These are not to be collected or shared, but rather as a chance to read through the standards and make notes about what each counselor understands and where questions arise. Also a discussion of the instrument was facilitated by Michelle Chadwick using the PowerPoint which is posted on this website (new_evaluation_system-meeting_tuesday_1.pptx). Some key points included that this instrument is a growth model and that it is focused on continuous improvement. Therefore, in any given year there are areas in which someone might excel and other years where that standard needs improvement. These changes can be due to changes in location, new resources, new administration, personal growth, etc.
There is a great deal to learn and we will blend the resources provided by the North Carolina Department of Public Instruction with our local expertise to make this a year of learning.
